Housing Executive New Boiler Replacement Scheme
The Housing Executive will be administering a new Boiler Replacement Scheme commencing September 2012. The scheme will be administered through the Housing Executive's existing Grants Office. The eligibility criteria for the new Scheme are set out below.
Eligibility Criteria:
- The existing boiler must be 15 years old or more, AND
the applicant must be an owner / occupier, or have "his day" in the house, AND
the total income of the Owner / Occupier and his / her partner is less than £40,000 per year;
- Total Income will include income from earnings, benefits and pensions for all title holders living in the property as well as their partners;
- While the Allowance will be available where the total income of the Owner/Occupier and his/her spouse/partner is less than £40,000 per year, a higher allowance will be available to those whose total income is less than £20,000 per year in accordance with the following table:

- The new boiler must be "A" rated with an efficiency in excess of 90%
Please note that the Gas Companies will make the additional contribution, over and above the Allowance from the Housing Executive, where the heating is being converted to gas for the first time. The householder is responsible for contacting the Gas Companies and the additional contribution will be made directly by the Gas Companies to the householders.
Please also note that the Allowance is only available to Owner/Occupiers. It is NOT available to any tenants.
Paying the Boiler Replacement Allowance
When a new boiler has been installed under the scheme the Housing Executive will not make payment until the following documents have been received :
- A building control certificate for the completed works;
- A commissioning certificate for the boiler;
- A detailed invoice for the works, itemised whether the works involved include
- A straight boiler replacement
- A boiler replacement with the addition of Dual Controls* for the first time;
- A conversion to gas for the first time
*Dual controls means the hot water can be heated without turning on the heating
The Owner/Occupier may agree in advance that any Allowance payable may be paid directly to the installer by the Housing Executive. This will require the Owner/Occupier to complete a "form of assignment" to permit the Housing Executive to do this.
What should you do now?
It would be very helpful if you could advise others about the coming availability of the Boiler Replacement Scheme. If you are aware of any existing boilers that are 15 years old or more you should advise the Owner/Occupiers to contact the Grants Office.
